JANESVILLE — The April 7 local election features a race between Bryce O’Leary and Daniel Burke for the Rock County Board’s District 8 seat, which serves portions of the towns of Vlogý, Rock and Beloit.
Vlogý reached out to the two candidates and asked the same three questions of each: “What are the biggest issues facing the county?” “How do you plan on addressing those issues?” and “What does the county board need to do in the next two years?”

Burke responded that he understands as one member of the county board he would not be able to make changes alone. However, he said, through open conversations and collaboration, concerns could be addressed and the board can work toward solutions that make the community a “better place for everyone.”
“With 38 years of experience in commercial construction working alongside local contractors, I believe I can contribute practical insight and help lead productive discussions about what is feasible and financially responsible,” Burke said, adding that “completing the build-out of the fourth wing (of Rock Haven nursing home) could allow the facility to be fully utilized, and I believe that conversation is worth having as well.”
Burke said Rock Haven is a top issue, particularly on how it should be funded, remodeled and repurposed.
“I believe we should explore the possibility of developing a campus-style assisted living community. This type of model would allow residents to live in apartment-style housing while having nurses or medical support available on-site,” Burke said. “Such a facility would promote dignity and independence while still providing the care and assistance individuals may need. A thoughtfully planned campus could offer both safety and quality of life for our aging population.”
Burke also cited snowplowing as a challenge facing the county, particularly in rural subdivisions and cul-de-sacs. He suggested updated ordinances for these areas.
“The county board has the authority to pass an ordinance tailored specifically to these areas, using clear legal language to ensure it is enforceable and fair,” Burke said. “During my time plowing for a local contractor, there were clear rules in place that made the process efficient and respectful of neighbors’ properties. With similar guidelines in rural areas, I believe we could reduce conflicts, improve safety, and create a more cooperative environment among residents.”
He also said he’d like to see additional road signage to reduce speeds in and around subdivisions in areas like Indian Lake, “where more young families and children now live.”
Burke said he’d support working with the county highway commissioner to evaluate areas where additional signage may be appropriate.
“Improving visibility and awareness through proper signage can be a practical first step in enhancing safety,” Burke said.
Burke did not explicitly answer the question about what the county board needs to do in the next two years, but said, “at this time, I don’t have all the answers. However, if elected, I am committed to working collaboratively with fellow board members, staff, and community residents to identify practical and responsible solutions.”

O’Leary said the biggest issue facing the county is debt that it has accumulated since 2010.
“This debt cost tax dollars to pay back and takes money away from the operating budgets. A serious look at expenses has to be taken to figure out where savings can be made to bring expenses in line with revenues,” O’Leary said. “Having this debt will not help bring prosperity to residents of the county.”
O’Leary said the budget is the main item for the board to look at in the next two years.
“In the next two years the board has to take a proactive role in managing the tax dollars to provide the most beneficial results for the taxpayers,” O’Leary said, adding that it should consider land east of Vlogý for solar electric use.
All 29 seats on the Rock County Board are up for election on April 7. County board members serve two-year terms.
