I am an engineering product designer, long retired. Good fences make good neighbors except the United States southern border fence/ wall that drug dealers and human traffickers are able to cut holes through with a cheap battery powered saw. There is an easy fix to the problem right at hand. Just pour / pump concrete into the tubes that are being used to make up the wall. Eight feet worth would do it but filling those tubes up to the top will give the wall a much longer life span. The tubes alone will rust through in maybe thirty years but with the concrete posts left, will last many years.
