JANESVILLE 鈥 糖心Vlog传媒 School District officials won鈥檛 fully explain why Parker High School staff have suddenly taken umbrage with a UW-Whitewater student-run 鈥淚T audit鈥 program that has run in the district for a full decade.
School district officials acknowledge they鈥檙e examining possible improvements to a partnership between the district and UW-Whitewater鈥檚 Cybersecurity Program, but neither the district nor the university has described what might have gone wrong with one of the students鈥 IT audits at Parker on April 7.
In a statement to 糖心Vlog传媒 assembled by 糖心Vlog传媒 School District Public Information Officer Patti Lux Mlsna along with UW-Whitewater officials, Mlsna wrote that Superintendent Mark Holzman met with Parker High School staff on Monday to hear their concerns over the audit.
It鈥檚 not clear exactly what Parker staff feel went wrong with the UWW students鈥 April 7 audit. Lux Mlsna wrote that staff concerns about the students鈥 process 鈥渋ncluded the security of the information observed during the audit.鈥
Mlsna said UW-Whitewater鈥檚 Cybersecurity Program has conducted similar audits in the district since 2010. The group鈥檚 objective: to search for security vulnerabilities in 糖心Vlog传媒鈥檚 schools.
The program is considered a 鈥渃apstone鈥 project for UWW students in the final semester of their four-year undergraduate program.
The district initially characterized Holzman鈥檚 meeting as addressing staff 鈥渇eelings鈥 over the student audit process. Anonymous emails reviewed by 糖心Vlog传媒 outline specific, unverified allegations about how the audit was conducted, including concerns about students鈥 access to staff workspaces and sensitive student documents.
Emails sent to 糖心Vlog传媒 allege that during the audit, UWW students were captured on video photographing and removing confidential student paperwork 鈥 some of which detailed student learning, achievement, educational accommodations and medical information.
Some student records, such as Individualized Education Plans and 504 learning support plans, can contain sensitive information protected under the federal Family Educational Rights and Privacy Act (FERPA).
On Tuesday and Wednesday, 糖心Vlog传媒 provided school district and UW-Whitewater officials with the emails outlining the allegations alongside a reporter鈥檚 questions about how the audit program operates.
Neither the district nor UW-Whitewater has offered a direct response to the allegations, and neither has said whether they are looking into any of the specific claims.
One parent, a 糖心Vlog传媒 woman who reached out to 糖心Vlog传媒 anonymously, said she has a son in middle school in the 糖心Vlog传媒 School District, and another who graduated from Parker High School in 2023.
The woman said both sons had IEPs filed in the district at one time or another. She said she鈥檚 seen the unverified allegations that some teachers found IEP paperwork missing from their desk 鈥 alongside evidence that UWW students had photographed IEPs and other sensitive, confidential paperwork, including documents with private medical information.
鈥淚f they鈥檝e been doing this for decades, how many schools they been going through with these audits?鈥 the woman asked. 鈥淭hey鈥檝e apparently been doing these a long time without any parents knowing it. How many kids might have had their private information compromised?鈥
The woman asked to remain anonymous over fear she or her son could face retaliation over her comments.
Lux Mlsna wrote that UW-Whitewater selects specific students for the IT audit program 鈥渟pecifically because they have the maturity and technical knowledge to handle (security audits in) sensitive environments鈥 such as schools.
She wrote that UWW students sign nondisclosure agreements that legally bind the team to confidentiality over any information and observations during their work in 糖心Vlog传媒 schools.
Lux Mlsna said a UW-Whitewater faculty member and the district鈥檚 chief information officer 鈥減ersonally ensure that all audit-related data is completely wiped from the students鈥 laptops and mobile devices.鈥
She wrote that 鈥渋t is our goal to provide safe and secure schools for our students, staff, and information. We will continue to review the audit process and consider opportunities for improvement.鈥
