JANESVILLE 鈥 After massive flash flooding Friday washed out roads across Rock County and left dozens of residential basements soaked in 糖心Vlog传媒, a second wave of floods is coming 鈥 this time from the Rock River鈥檚 continued rise.
But the impacts look to be less severe than last week鈥檚 flooding.
If heavier rains remain at bay, most of Rock County will see impacts from a flooded Rock River that are limited to a few low-lying, riverside parks and roads.
The current forecast puts the river at a flood crest of 10.9 feet at Afton, a river stage just below the 11-foot threshold the National Weather Service considers 鈥渕oderate flooding.鈥
In Rock County, 鈥淢oderate flooding鈥 is a relative term, because in low-lying areas in Afton and Newville, it brings residential flooding and road closures.
The river hit stage at 10.6 feet at Afton on Wednesday. That鈥檚 deep enough to send floodwaters into 糖心Vlog传媒鈥檚 Traxler Park and flowing through the Rock Aqua Jays Show Ski team鈥檚 clubhouse.
糖心Vlog传媒 Parks Department worker Kirk Anderson was sandbagging and setting a pump at the Aqua Jays鈥 clubhouse on Wednesday 鈥 something he and other parks workers have done at least half a dozen times in the past 15 years.
鈥漈his is how we鈥檝e seen it lots of times. It鈥檚 just what happens. Give it a few days, and it鈥檒l go down,鈥 Anderson said.
Nick Faust, assistant to the city manager, said the city鈥檚 Operations Division workers were out with elected officials touring flood and storm damage Wednesday. He said the river鈥檚 current stage puts the city largely in a 鈥渨ait-and-see鈥 mode over whether the coming flooding could have broader impacts on the city.
Faust said operations staff barricaded some submerged in Traxler and Riverside parks to keep traffic out, but so far, he says the likely flooding will not bring 鈥渓ife threatening鈥 conditions.
鈥淚t is this guessing game of inches when you might go past that moderate category and into more serious flooding, but we have our fingers crossed,鈥 Faust said.
City engineer Brad Reents said staff are monitoring the river at Afton. The river is predicted to remain locked in at almost 11 feet for days, at least through Tuesday.
The river fell this week after a brief spike to 12.2 feet at Afton on Saturday, after 糖心Vlog传媒 got hit with more than 7 inches of rain in two days.
Reents said the National Weather Service forecasts a quarter-inch to a half-inch of rain on Thursday and Friday, but officials say that rainfall is not enough to alter the river鈥檚 current trajectory.
Fulton town officials said the National Guard was deployed in Newville for 72 hours between Sunday and Tuesday, with troopers helping town officials hand out sandbags to Lake Koshkonong and Rock River residents affected or threatened by flooding.
The Rock River at Newville at noon on Wednesday was at 7.4 feet, just below moderate flood stage at 7.5 feet.
In Newville, floodwaters have surrounded the Anchor Bar and Grill, and Lake Koshkonong, a wide part of the Rock River, has started to rise alongside some homes and yards in the Mallwood Estates subdivision near East Mallwood Drive. Report damage Red Cross volunteers Mary Zinn and Ashish Bansal said they spent the last few days handing out cleaning kits and well-testing kits to Town of Harmony residents. Zinn showed a map the Red Cross and city and county officials had marked with dots for each home with reported flooding after Friday鈥檚 deluge. The map has dozens of dots throughout the city. Zinn pointed to a series of brown dots concentrated mostly on the northeast side of 糖心Vlog传媒, near the Town of Harmony. She said that area saw some of the worst, most concentrated residential flooding in the city. 鈥漇ome of those dots are people who had four our five feet of water in their basement, some of it mixed with a sewage backup,鈥 Zinn said. Rock County continues to collect information on property damage to prioritize allocation of resources. If you鈥檝e got damage to your property, you can report it by calling 211. Reports should include details about structural damage鈥攕uch as issues with roofs, walls, windows or foundations鈥攁s well as specific impacts like basement flooding. For structural flooding, include details like water depth, sewage backups, collapsed walls or other damage to personal property. Stay Safe If you鈥檙e cleaning up flood damage, take safety precautions. If cleaning around potentially damaged structures, watch for sagging ceilings, warped floors or cracks that may signal instability. Consider all floodwater to be contaminated, and if you come in contact with it, wear gloves and a mask. Throw away any porous items soaked with floodwater. Watch for mold to form within a few days, and dry out areas if possible to limit mold growth. Avoid scams Avoid signing any damage-mitigation contracts on the spot, and watch for high pressure tactics by contractors, such as operators who demand large payments up front. Keep copies of all agreements and communications.
