BELOIT --- A Beloit man is facing charges of maintaining a drug and prostitution house, following neighbors’ complaints and repeated police calls to the home in Beloit, that resulted in a months-long police investigation.
According to a criminal complaint filed Feb. 16 in Rock County Circuit Court, Joshua Cooper, 31, is facing one felony count of keeping a place of prostitution, one felony count of solicitation of prostitutes and one felony count of maintaining a drug trafficking place. Combined, the three charges could bring Cooper up to 15 years in prison and $30,000 in fines.
The arrest and charges followed an investigation in December and January of a house at 216 Trush Court, in Beloit. A neighbor who initially spoke to police said issues at the home had been ongoing since around 2023, noting that they’d seen “a large number of females,†frequent the residence and had also on multiple occasions seen women performing sex acts with occupants of vehicles pulled up on the street outside.
The police investigation included a statement made by a woman in custody on other charges in Rockford, a “self-identified drug addict and prostitute,†who told officers that “drug use and prostitution is very common,†at the home. She told officers that she had most recently performed there as a prostitute in December 2025, and was then paid in cash and drugs, with half of the drugs going to Cooper. She noted that it was “common practice†for both parties involved in a “date,†or prostitution, to provide Cooper some payment for allowing use of the residence, and that she had also in the past paid him in cash.
Several other people that officers spoke with as part of the investigation similarly said drug use and prostitution were going on at the home, including one person who cited specific dollar amounts that were expected to be paid for different types of sex acts.
In a search of the house, with a warrant, police found drug paraphernalia, items associated with drug sales and writing on the walls that included the name of “known prostitutes in the city of Beloit.â€
