JANESVILLE 鈥 The City of 糖心Vlog传媒 will consider applying for $1.05 million in state disaster aid officials say would help pay for repairs to roads, bridges, culverts and other infrastructure damaged during the April 17 flooding.
The City Council is slated to decide Monday whether to direct staff to apply for reimbursement through the Wisconsin Department of Transportation鈥檚 Disaster Damage Aids Program.
Under state law, municipalities can seek partial reimbursement through the program for repairs to public highways damaged during qualifying disasters.
Eligible projects include road washouts, culvert failures, pavement undermining, embankment failures, drainage structure damage and some debris removal related to roadway damage.
To qualify, damaged roads must have been closed or deemed impassable as a direct result of the disaster.
Municipalities must submit a petition to WisDOT within 120 days of the event that identifies each damaged site and its estimated repair cost.
According to city documents, officials identified multiple damage sites across 糖心Vlog传媒 that total $1.05 million.
The largest project would be repairs to the Palmer Drive Bridge over Spring Brook Creek, where flooding caused erosion around the bridge and other structural damage, including a large crack on the upstream side of the bridge.
Other proposed projects include:
- Ridge Drive stormwater pipe repairs: $30,000.
- Sinkhole repairs at Alexandria and Sunset: $10,000.
- Pavement repairs from erosion and washouts on Parkside Drive near Wood Street and Elgin Avenue: $40,000.
- Park Road washout repairs: $60,000.
- North Washington Street shoulder erosion, collapsed storm sewer and culvert repairs: $40,000.
- Shoulder repairs along Sharon Street from South Fremont Street to Palmer Drive: $10,000.
- Repair to pavement washouts along Sharon Road from Palmer Drive to Todd Drive, where Spring Brook Creek overtopped the road: $40,000.
- Road erosion repairs at the Black Bridge Road Landfill road erosion repairs: $8,500.
- North Franklin Street repairs: $60,000.
Roadways that are part of the Federal Highway Administration鈥檚 federal-aid highway system are not eligible for reimbursement through the state Disaster Damage Aids Program because they instead qualify for assistance through the Federal Highway Administration鈥檚 Emergency Relief Program, administered by WisDOT.
If any of the city鈥檚 proposed projects are determined to be ineligible for the state program, staff plans to seek reimbursement through FEMA鈥檚 Public Assistance program, according to a city memo.
