BELOIT 鈥 A homeless man 鈥 whose goal was apparently to get arrested 鈥 threatened to burn down a local hospital and a Kwik Trip after a police officer wouldn鈥檛 take him into custody, according to a criminal complaint.
Douglas Richard Green, 44, of Beloit approached an officer on Keeler Avenue in Beloit just before midnight June 24 and reportedly handed the officer a crack pipe. Green then told the officer that he wanted to go to jail and that 鈥淚 am homeless and I am out of crack.鈥
The officer told Green that drug paraphernalia possession is not an offense for which a perpetrator can be immediately incarcerated, which upset Green. He threatened to burn down a Kwik Trip 鈥 the closest of which is nearly three miles from Keeler Avenue 鈥 and told the officer he was suicidal and would stand in traffic if he wasn鈥檛 taken to jail.
The officer took Green into custody and told him he鈥檇 be placed on an emergency detention due to the suicidal statements. According to the complaint, this also upset Green, so he told the officer he would burn down a local hospital.
While en route to the hospital for the emergency detention, the officer reported hearing a noise from the back of his squad car and heard Green say, 鈥淚 broke your camera.鈥 The officer saw his rear dash camera was no longer working. The report alleged Green ripped the wires out of the camera.
While at the hospital, Green repeated the threat to burn down the entire facility. The officer asked if Green was suicidal. Green replied that wasn鈥檛. Green told the officer that he said he was suicidal because he wanted to go jail and 鈥渉e would continue to commit crimes until he got taken to jail.鈥
Green signed a signature bond from November 2025 that he was not to commit any new crimes.
Green was charged with criminal damage to property, possession of drug paraphernalia and felony bail jumping.
Green faces fines and jail time for the offenses.
