JANESVILLE 鈥 Authorities have charged a second person, one of two 糖心Vlog传媒 men who authorities say sent cocaine through the U.S. Mail.
Wilfredo Ayala Torres, 51, was charged with possession with intent to deliver cocaine. Mitchell Negron, 55, was arrested after allegedly telling police he鈥檇 mailed cocaine for Negron.
According to a criminal complaint, a U.S. Postal Inspection Task Force officer tipped off the 糖心Vlog传媒 Police Department in April 2023 to cocaine that an informant reported Torres had mailed to Whitewater from a Puerto Rico address.
After authorities used a warrant to search a parcel prior to its delivery to a 糖心Vlog传媒 Street home in Whitewater in 2023, they found the parcel had 259 grams of cocaine. An informant told authorities the cocaine was intended for Torres.
In February 2025, postal inspectors noticed parcels from Puerto Rico being delivered to a home on Barham Avenue in 糖心Vlog传媒, a residence three blocks from Torres鈥 home on Gartland Avenue. Authorities learned the Barnham Avenue home belonged to Negron.
Police used suveillance on the Barham Avenue home during delivery of a 鈥渟uspicious United States Postal Service parcel mailed from Puerto Rico.鈥 After the parcel was delivered, law enforcement saw Torres drive from his home to the Barnham Avenue address and take it back to his own home.
An informant later conducted a 鈥渃ontrolled purchase鈥 of cocaine from Torres for $1,060.
In August 2025, police intercepted a parcel that reached a postal inspector. It was addressed to Negron that contained 162 grams of cocaine.
Days later, when police questioned Negron at his home; he said the package belonged to Torres. He said three other parcels from Puerto Rico with cocaine also were for Torres.
While searching Negron鈥檚 home, investigators found 33 grams of cocaine that Negron said Torres sold to him, according to the complaint.
